Matching gpu to pentium D 2.8

The owner is struggling somewhat with playing TF2 and I'm trying to work out what he should upgrade to. I'm a bit confused by the naming, but the current card is a discrete pci-e (unless agp looks similar and I've been unobservant) which dxdiag and cpu-z both identify as X300/X550.

PSU is rated at 286W on the 12V line, has no pci-e cables. I'm thinking a low power 9800gt, and possibly more ram.

Google doesn't think the board will take a c2d, despite the 945 chipset being able to. I have a 3.06ghz pentium 4 lying around, which might be quicker. If significantly so I'll donate it, and the question becomes what gpu for this.

Its at 1280x1024, and price is definitely an issue. What can I do for him?
 
I did think it looked like pci-e, but I haven't seen agp for years so was a bit suspicious.

Learnt something new here, cheers guys. I shall leave the processor in place, no wonder the heatsink is massive. I shall look around for a 4670, cheers :)
