What is the most I should expect. Currently have it running at 3.0Ghz on normal volts runs very nicely and is rock solid.

I had it at 3.4ghz for a couple of hours but I had to put the voltage up to 1.45 in the bios. Is that a safe voltage? Seemed stable but the temps got up to 66C under prime95... not sure I am happy about the temps being so high.

66c is fine for full load, but you shouldn't have to up the volts by 0.1v on the cpu to get 400 mhz more out of it I wouldn't have thought, since 3.0 -> 3.4 isn't really huge, not like going 3.4 -> 3.8ghz which would need something like that voltage increase.

Your northbridge might be holding you back on the 3.4ghz, have you tried upping the Northbridge by 0.1v and testing it again with Orthos? Also check your RAM as it may need a slight boost if it's overclocked a large way.
