Maximum safe voltage - which value to use?

So, which one is it? For example the SB chips are often quoted as having a maximum safe 24/7 voltage of about 1.38-1.4V. Is this the voltage you set it to in the BIOS, or the voltage it reads at in windows? I'm going for 4.8Ghz at the moment, and I have it set to 1.38V in the BIOS, but it shows 1.368V idle in CPU-Z, and 1.356V load in the same software. Which value should I use to compare to the safe voltage range? This is about the last bit of overclocking on SB I haven't worked out.

I didn't ask what the maximum safe voltage was, I asked which voltage to read. I've participated in the thread you linked to.

pretty sure its what you set in the bios, so dont set the bios OVER 1.4v and let windows worry about all the energy saving stuff.

what ever cpu-z shows you thats what it is and what you go off to class as safe volts. you have a lot of vdroop

I'm running off an old BIOS revision with extremely limited options to correct VDroop. I should really update it, but I'm not sure I can be bothered with the risk. Meh. Also, two different answers so far.
