Maximum safe voltage - which value to use?

So, which one is it? For example the SB chips are often quoted as having a maximum safe 24/7 voltage of about 1.38-1.4V. Is this the voltage you set it to in the BIOS, or the voltage it reads at in windows? I'm going for 4.8Ghz at the moment, and I have it set to 1.38V in the BIOS, but it shows 1.368V idle in CPU-Z, and 1.356V load in the same software. Which value should I use to compare to the safe voltage range? This is about the last bit of overclocking on SB I haven't worked out.
 
I'm running off an old BIOS revision with extremely limited options to correct VDroop. I should really update it, but I'm not sure I can be bothered with the risk. Meh. Also, two different answers so far. :p
