Mechanical engineeree type people....

whats the use are they sealing the slot or something?

why do they need to remain the exact same distance from the centre?

is the load perfectly parallel to the pipe or not?

-In which direction...
-Is the hollow tube circular
-what diameter is it
-how long is it
-how large are the plates
-what sort of distances are the plates going to travel
-do the plates start off touching at the centre line
-what direction is the force applied

plus a lot more questions I haven't thought of yet..
 
I'm a machine tool 'Engineer' maintaining and developing machines for any application - I could help you if I understood the question - it's hard to get a grip on what you want to acheive - if my interpreation is right then the scissor thing is redundant. Please clarify more.
Also were are the loads coming from; what vectors are involved?

If the cog is fixed, and the runners are in a housing, as one of the plates move, the other will move in the oposite direction, always remaining an equal distance from the center.
