I wondered if it is possible to stream live local TV (BBC, ITV, etc) to multiple TVs without running coaxial cables all over the house or using the individual apps such as iPlayer?

I currently have our main TV in the living room with another in the kitchen / diner and a third in the office at the end of the garden. The kitchen and office do not have an aerial or coaxial cable running to them. Ideally we would like to be able to record Live TV as well.

Is the above possible wirelessly via a media server?

HDHomeRun will take aerial in and distribute via network to any smart TV or android box with appropriate app. I hid mine behind a unit with the aerial socket, used a homeplug for network connection now any device can access it wirelessly.

There is a duo and quad (I believe) tuner model.

I use TVHeadend and Emby to do this in my setup. Got a raspberry pi running this in the loft hooked up directly to the aerial and a LAN cable to distribute through the house. Streams perfectly fine everywhere on WiFi except for HD channels which need transcoding through the browser and take a while to buffer. epg etc. integrates nicely through to Emby too.
