There is an employee where I work who received a medical certificate from their doctor about 5 years ago for a shoulder injury, I now believe that this employee has fully recovered from their injury and therefore would be capable of lifting heavy items. Does anybody know how long medical certificates are issued for, I suspect that after 5 years it would have expired, I had a quick look on Google but found no information on it. Any help with this matter would be appreciated.

Im sure the doctor would have dated it, and would have put a suggested length of time off work... if that person is stilll working whilst under a medical cert, i think thats actually illegal...

anyone?

I thought you could still work with a medical certificate, for example if you went to the doctors and received a medical certificate for a shoulder injury, I would have thought it would just be saying that that person could not do heavy lifting.

Unless you are in charge of this person (and it doesn't sound likely from your wording), there is nothing that you can do. An injury caused by bad lifting can be with a person for the rest of their life and only show when they try to lift too much.
If you are actually a manager and feel the employee is slacking, then you could probably ask them to visit their doctor and issue a long term certificate which would then be stored in the company files.
