as you can see in the vid a lot of errors, im no expert in mem test so id like to know what they mean and if its the ram or cpu?

you have some faulty ram.

remove a stick, run the test again until you find the faulty stick.

leave the faulty stick out and you should be good to go to install the OS, will mean you will need to RMA the ram and send it back

You don't really need to decipher anything with memtest. If you get any errors, RMA your ram. Like Ed said, you can test each stick separately to see which (if not both) is causing the problem. Use the good stick and you'll be able to use your PC. However your going to have to send both sticks back to RMA,

It does look like faulty RAM, but what's up with the settings?

RAM at 192MHz @ 7-47-12-26 timings? Have you tried setting either XMP or default JEDEC setting in BIOS?
