Memory and Voltage ?

Just curious but my memory is set to its rated voltage of 1.35v in the bios but on the desktop it keeps drooping down to 1.32v, I'm guessing this shouldn't be happening and could explain my system instability even at lower than rated speeds ?

Uber noob question I know but I've never really dealt with voltage abnormalities when it comes to memory
