Memory mulyiplier does nothing

Z77UD5 - I7 3770K - TE DUAL 4GBPM DDR3 2.4GHZ

I've tried augmenting the BIOS values with the multiplier etc.. nothing changes the memory frequencies that I'm measuring in CPUZ and in BIOS, I'm stuck @ 1333MHz /2. If i enable XMP it always crashes and i'm unable to delete the value, should i restore default BIOS settings to remove the number.

Ideas?
 
I haven't touched the voltage for any of the components, most guides suggest finding a tipping point where the Voltage needs to be adjusted. I want to find that point.
 
Tried, didn't work..

I increased the voltage with XMP which seems to have a default value of 24x. Every time i tried the OS could not boot. Then i increased the multiplier with voltage but no XMP, OS boots, cpuz says no increase in frequency. Where to go from here?
