memory refuses to go over stock speeds

Gold edition 2x2gb OCZ on a ip-35 will not go over ddr2-800 speeds without bring up a fault within a minute in orthos or prime. would this indicate a motherboard or memory problem?

can you run memtest ok even if you have a 64bit os? sorry if its a silly question but it states that it is for x86 PC's only.

Have you tried upping the voltage and loosening the timings?

voltage is at 2.2 instead of 2.1, timing i think are 6-6-6-18 which is pretty loose i think?
