Memory speed stuck

Hi
I am using a Asrock 939 Dual Sata2 with 1GB corsair value pc3200 ram. When the bios is at default settings the ram is at 166mhz when it should be 200mhz, if I increase the HTT the ram will stay at 166mhz even if I change the memory divider. It doesn't matter what I do the memory speed won't change.

When I first built the system it worked fine but it started doing this about a month ago, i've tried updating the bios but it doesn't make a difference.

Anyone got any ideas on how to fix this.

That is unusual, have you tried clearing the CMOS, then loading failsafe defaults in the bios, restarting and plumbing in your normal OC?
 
Tried clearing cmos but it didn't work.
I tried changing the memory clock from auto to all the other memory dividers but it still says it is 166mhz.
