Complicated one - depends a bit on what your doing - current Intel platforms seem to give the most balanced performance around 2133/2400 CAS9, with 1866 with good timings so close behind its a good budget buy point. Higher frequencies really only are worth it if your doing something that specifically takes advantage of pure frequency.
I would go for memory speed and the 2800Mhz. The extra speed as at the cost of the latency but in all honesty you'll not notice anything between the two. Maybe a few extra single points in PC mark but nothing to write home about.
