Memory to go with Asus TUF GAMING B560-PLUS WIFI

So most likely a dumb question as there's things I don't get yet, but here we go.

If I will run an Asus TUF GAMING B560-PLUS board with an 11th Gen 11400/11600/11700 CPU (not sure on K as the board can't overclock, but I want a good clock speed and want PCIE4). Likely teamed with an 3080 GPU (that decision making memory speeds mattering less presumably).

While the board is good for memory overclocks, it's my understanding that performance wise going higher than 3600Mhz is partly pointless unless going 4600Mhz or higher (the latter being in too $$$ territory in any case). So if that is true, would it be better to go for e.g. Viper Steel 2x16GB CL18 at 3600mhz and hope to lower those towards CL17-16 at that Mhz... or... can I get equal performance by going for a good 3200Mhz CL14-15 set and aim to clock them up to 3600mhz? Or does it not work like that :)
