Merging folders and sub-folders?

Over the years, I have ripped my CD collection and converted it to MP3s.
I have done this using at one time and another ExactAudioCopy (EAC) and dBpoweramp (and possibly other things as well, I can't recall).
As a result, I have ended up with .MP3s in an assortment of folders and sub-folders on a variety of drives on a variety of systems running on various iterations of Windows, going as far back as Windows '98. As part of Covid-19 "tidying-up" I would like to consolidate all of these files on a single drive.

Ideally, what I would ike to do is use a command which will copy from "structure A" to "structure B", copying in those files thatare not duplicates and where there are duplicated, copying in either the later or the larger file.

Is there any way of doing this, on Windows 10, either under Windows or using the CLI (e.g. XCOPY)?
