messed registry permissions, etc

Hi,
I've had problems recently installing updates, installing the new MSN messenger and now IE7.

1. The updates problem was eventually fixed (maybe only temporarily?) by uninstalling and then reinstalling .NET after completing the failed updates.

2. MSN Live Messenger installed, but it was unable to access many registry keys. It appears to work normally though.

3. IE7 failed to install. The log said "Insufficient system resources exist to complete the requested service". The suggested trouble shooting however cited the registry permissions problem.

4. While I still had the updates problem (as stated in item 1 above), when I tried to install updates manually I also got the "Insufficient system resources exist to complete the requested service" error.

It's pretty clear to me now that I'm going to have to just bite the bullet and reinstall windows... something is fundamentally messed up here. What I'm curious about is how this could have been caused in the first place?? How could my registry permissions have gotten messed up like that? And what about "insufficient resources"??? How could this have happened??

Any ideas?
