Messed up Outlook 2007 PST file

I took some advive from this thread and moved my PST file to my data drive. That messed up my Rules and Alerts so I tried to move it back to its default location but I keep getting errors that I do not have permission to access these files.
I running Vista HP 64 and have UAC set to quiet mode.
Any help welcome before I have to restore an image to get my email working again.

go to c://programfiles/microsoft/office12 and look for scanpst.exe run this against your PST file which is usually held in c://users/NAME/appdata/microsoft/outlook

you may have to click folder options/view to show hidden files.

if this does not work, there is a way to clean the cache files - let me know how you get on.

or, go to control panel, add/remove programs, outlook - change, repair.
 
have you checked outlook - tools - options - mail setup - data files - select account - tell it where your .pst is located...
 
I know where it is but Outlook cannot open because IT does not know where it is and every time I point Outlook to the PST location, it tell me I do not have permission to access this file.
