As above, get the two separately. BTW, vinyl is not a step up from CD quality, from a technical standpoint it is in fact a fair step down. I listen to a fair amount of vinyl too. It's merely different but certainly not superior. Doing it cheap will degrade things further, getting into vinyl is expensive as styli (which are a consumable) can cost as much and a lot more than that turntable you've linked to.
Something like a Pro-ject essential or a Rega RP1 would be a good start. Most of these seem to come with an ortofon cartridge. (OM5e/OM10 generally) Pro-ject also make a phono box which works with MM cartridges or alternatively cambridge audio have the AZUR 551P. To really go as cheap as possible, there is the pro-ject elemental and a B-tech phono stage.
