No it doesn't - but there are free media players about that are as good. Check out MediaPortal 'tis excellent for just playing all your media content with the look and feel of MCE.
If you do want a TV card, and you have freeview in your area, get a USB-base DVB-T receiver (Just not a Twinhan one - got one and the signal quality is not very good)
