What do you guys think to this as a starting point for my teenager?

Ryzen 7 2700x
ASUS Prime B450M-A
16gb 3200mhz Corsair Vengence
480gb Corsair Force MP510
RTX 2070 Super or 3070 (stock depending)
CV650 Corsair Power Supply

Case still tbc.

Does this give some good building blocks?

It's not a bad shout, especially if you get the 2700X cheap. That board should be getting Ryzen 5xxx support in January, so down the line you can drop something significantly faster, maybe on the cheap when Ryzen 6xxx and AM5 is the new hotness, which is also my plan :D
 
A 2700X on that board is asking for trouble.

If this is for gaming then an R5 3600 is a better option, along with a different board like the MSI B450M Mortar MAX. Also look at getting a better psu if you have plans to get an RTX 3070.
 
Spend 15 quid extra and get a much better board.

Can you expand on asking for trouble? Real issues,or simply less performance than an r5 3600?

The VRM will overheat with a 2700X as there are no heatsinks on that board. The MSI B450M Mortar MAX is a much better option at that price point if going with a micro ATX board.
 
If you are shopping around you can probably find things for less.

I would do something like below depending on your budget. Much better board and psu, and the R5 3600 over the 2700X if mainly gaming.
