Close, the term is mini-ITX, if you are referring to the motherboards that are 17cm x 17cm.
You case will fit CPU coolers up to 160mm, that's quite a lot of room for an air cooler and fairly standard with for a case. When looking for a cooler for your next CPU it will state the height, for example the Article Freezer 34 eSports is 157mm high, so would squeeze in.
With the GPU, your case states that it will support up to 320mm length cards without the front fan which are typically 25mm thick, so looking at 295mm. Also you have 4 expansion slots which is plenty of room for the cooler.
The RTX 3070 cards which have 2 fans are within this, the Zotac is 232mm long and 2 slots width, and the PNY states that it is 294mm long, so may just about fit.
You could keep you case and fit both of these components in.
If you were looking for a mini-ITX case that would fit a 3070 in with a tripple fan cooler then look at the length of graphics card supported and cross reference it with the length of the card that you are looking to buy. Also, check the PSU that is supported as many mini-ITX cases only support SFX sized PSUs.
