Mini ITX VR Build

Hi,

I'm looking to build a mini ITX VR computer, which is to go behind the TV unit in the lounge.
Only need the box...no monitor, mouse, keyboard, speakers etc.

Was looking at it fitting in the SilverStone Sugo SG13: https://www.overclockers.co.uk/silverstone-sugo-sg13b-mini-itx-chassis-black-ca-403-sv.html

Is it possible to build something very quiet (as I'd like to leave it on 24/7) for around £700?
It's to be used exclusively for VR with my Rift S.

Hope you don't mind the bump as I'm looking for something similar, albeit with a slightly larger budget. Will be my first build in about 10 years and I'm feeling quite out of the loop, so any advice appreciated.

No problem @Gog ...I ended up deciding on replacing my existing computer with this new build, so budget went up quite a bit, but then I thought, as I'd be playing VR on my current PC in the lounge, I might as well just move it down there when I want to play and then move it back up, even though it'll be a bit of hassle.

In terms of spec...I was looking at the i7 9700K (lot of recommendations on here for the Ryzen 3600/3700X, but I was wanting Intel and the computer would only really be used for gaming/Internet), Z390 Aorus Pro WiFi Motherboard (I was looking at the same, just AMD variant if I decided that route), 16GB RAM, RTX 2070 (maybe a 2070 Super), a couple of Samsung 860 Evo SSDs, Corsair SF600 PSU, some sort of low profile CPU cooler and the case I mentioned above.
 
VR does not need 32gb RAM , 16gb is more than enough. if you get 32gb you will have about 20gb doing nothing

I play DCS, non VR and my memory usage is around 12gb - that's without everything in the background. Ram is cheap, aim 32
