Can MiniDV tapes be wiped clean? To be re-used? If so, how is it done?

If your camcorder has AV-in, then you can just select AV-in and record without a video signal. If it doesn't, then just put the lens cap on and record.

As said just black the tape (lens cap on), I think they can be re-used around 10 times.

So, no way of doing it via the PC? You know, like formatting it etc?

If your camera has dv in, you can connect the camera to the pc and use an editing program to just record black on to the camera, or you could just run magnets over the tape

I'm pretty sure my Sony camcorder has an option (onscreen, in the menus) to erase a tape, but i dont know if all camcorders do - might be worth checking the manual. Pressing the buttons on the touch screen is as easy as controlling via the PC i would think?

I've never heard of anything to erase tapes except just record over them , most people do this. I never re-use a tape , keep them all as backups [masters]. To destroy something that is on a tape in a hurry you simply leave the lens cap on and press record on the camcorder and leave it in a quite room [bedroom ,cupboard] while it clears the tape .

Probably best to leave the tape alone then. They are cheap enough to buy.
