You can always place a third HDD on top of the bottom HDD cage, on a sponge or something, and secure it with straps to the cage. Alternatively you can use the optical bay for another HDD, and use an external optical drive instead. So already you have room for 4 HDD's without using the top HDD cage that needs to be removed for long video cards.
A shorter card would allow you to use the top HDD cage.

The Tagan 700w seems to have pretty big connectors that go into its modular ports. And its depth is already 160mm. May struggle a bit to get it in there. But by all means give it a try. Just giving you a heads up so you're not surprised. There's a simple mod that can be done to secure the PSU even if you leave the back of it sticking out of the case a little.
The H60 should be fine, and not interfere (much) with the optical drive, if you mount it in the best direction.
