As far as I've ever heard, you cannot stop it from trying to connect. I am under the impression that it downloads 10 WUs and after crunching 7 of them it will try to talk to the server to get more.
Why do you need to disable it from asking for more work?
How about telling it to ask before connecting to the Internet? That should stop it from connecting. Failing that, how about blocking FAH behind a firewall until you want it to connect?

be careful if making it ask before connecting - when i used to do that for sneakernetting (to stop it sending out requests that may have been detected by the IT guy 
) it used to pause after it had finished the first WU as it was waiting for your response - if I then restarted the service it would happily crunch the rest of the queued work
blocking the port sounds like a good solution - if that's within the scope of that machine's configuration

Set it to use a proxy, IP address 127.0.0.1, port some random number. Works like a charm.
