I've seen an alphacool nc-silence 480w water-cooled psu.

It's rated for 19A on the 12v rail and I was wondering if anyone could tell me whether it would be capable of running an x1900xt.... (I know the rated 12v amperage requirement is higher than this, but had have heard it said they over-estimate what you actually need).

Has anyone managed to run one of these cards on a similarly rated psu?

I think you're a bit under requirements there to be honest, I wouldn't risk it. :(

They do over-estimate the requirements but 19A is really low, I'd say 22-25A bare minimum really.

Way too low :( Sorry.

ATI tool told me that draw was 30A on occasion when I had my x1950xt, and that uses less power than the x1900xt due to a slightly more efficient core.
