That does sound low but might be the BIOS talking rubbish. Many BIOSes report temps, fan speeds and voltages way out (sometimes by as much as 30%)

Do you have a multimeter? That is the best way to tell, as AndyOcUK says software readings aren't always particularly reliable. 11.49v would still be within specification since it is +-5% but it is getting a bit close if the reading is accurate.
