Minor Windows 10 installation issue

I'm having a minor niggle with the Windows 10 installation process. I have only tried install W10 on a virtual machine, so it may be that I am just being impatient. But I shall try to explain.

I setup a VM to install Windows 10 onto, mount the ISO and boot from it. The installer copies files as expected and eventually arrive at a "Get going fast" screen, where you can choose to customise your settings or use express setting. I choose my to customise my settings, turn all the options off and get a "Just a moment..." screen with a dotted circle spinning. Then it says it is setting everything up for me, then I get another "Just a moment..." screen and eventually the installer restarts the VM.

At this point my problem is shown. I get the "Get going fast" screen again, only this time, after I finished choosing my options again, it asks for who owns the PC and setup continues as it should.

I've found if I give the installer a minute or two at the first "Get going fast" screen, I don't get asked for my settings twice.

Has anybody else had this? I've tried downloadng the ISO twice.
 
Does the network activity go anywhere, or could the box be getting in a tis because it thinks it has internet but then can't connect to something?
 
I think it's downloading something, because the installer continues fine if you leave it for a minute or wo to download whatever.

I will experiment on a spare PC later. It could be a Virtualbox issue, so I will try the latest beta version, I'm currently on the latest stable build.
 
I'm ruling out Virtualbox as the cause now, as it's now done it on a phsyical machine.

I suspect it's quickly trying to download updates in the background and if you're too quick, it ends up needing to restart and starting the whole process again.
 
No idea, it doesn't say - but you can very clearly see network activity my router's status light. Also it was the only wireless device connected at the time.
