Missing Vista Items

I have Vista 32 OEM installed on my gaming rig, spec below.

Now when I log in I find that certain parts of the OS are unusable, such as,

Control Panel, Administrative Tools, System Properties.

No I've learned it's a problem with the service 'Sortware Licensing' and if I stop it then restart it the missing items/parts return.

It's now becoming a pain, anyone know why this happens and more importantly how I can fix it.

It mentions nero but just ignore that as i've i never had nero on my system & this patch sorted out my Control Panel, Administrative Tools, System Properties problems.You have to request the patch from microsoft & fill out a short form & the patch is emailed to you normaly within 24 hours.

Got an email from M$ with a download location and password.

Installed the stand alone hotfix and restarted - Control panel items back :cool:

Then after a few more restarts they've gone again.. :confused:

Been doing a little Google'ing and some seem to blame the Nvidia drivers, but nothing concrete.

Any ideas?
