I am having to use mobile internet for the first time

I will only be wanting to access a single specific website while on the move to begin with. (As I see how the data consumption goes I may wish to add other apps)
Is there a way of blocking the mobile network connection so that it only has permission to access the things that I need it to access while blocking all other connections (IE No auto updates, Ads, whatever)
I am hoping that I can create rules for the connection that apply whenever it is used rather than to have to switch everything on and off each time I switch between my mobile and home connection.
