Mobile NFC payments?

Do any apps exist on Android for mobile NFC payments? Just watched Gadget Man and saw the Visa PayWave app which doesn't seem to exist past closed testing on SIM cards.

The technology is here and I regularly pay for things using both my personal and business contactless cards, but I wish I could do it from my phone!
 
My local post office has contactless PIN machines, as do most of the large American fast food chains (McDonalds especially). But yeah, it seems odd for a technology so readily available on a consumer-level isn't as developed on the commercial side.
 
Quite a few places do - McDonalds, Greggs - even at QPR football ground you can buy food and drink with NFC (and that includes Google wallet if you can get it topped up in the UK).

How did you get Wallet? I downloaded the APK from xda and it just does't open (not compatible).
 
Why is it up to the networks? Surely it's an app-side issue with the data sent over any old secure HTTPS connection? Then again, does the app even need to have a data connection? All it's doing is holding and providing card details. It's not like a contactless card has a data connection.

Surely if you knew what the raw data was on a contactless card you could just copy that? My very basic understanding of it is that it's just like a digital barcode/chip?
