mobile wifi enabled = high pings on network

Soon as I enable wifi on my mobile, a ping test on the pc reveals a jump from 31ms (usual) to 700+. Nothing else uses wifi (PC is wired).

I've tried disabling all mobile apps but still get the same

Android trying to download an OS update perhaps? I've seen that a few times.

It did recently update to android 7 (I know) and downloaded a few updates for that, but just checked and no new updates found.
