Copying the files you need wouldn`t work. They have to be created. The USB-Boot zip file contains loads but you only see a couple of files on the boot pen after formatting

Fire up the HP tool (if you have the same one I do):
Point it to your USB stick, tick create a DOS startup disc, point it to your DOS files, then click start.

Is that the one you have?
Yes, extract USB-Boot.zip to a folder first, install and run HP utility, it asks where for location of files it needs, point it to the folder of extracted files, start.
