Mod Support

I am a huge fan of Skyrim and Oblivion, In fact I would say, due to mod support, Skyrim is my favourite game of all time.
Now I'm fairly sure other people feel the same way and Skyrim is a very successful game. So why is it that there are so few games that support mods and none close to the level of mod support as Skyrim?
Surely Skyrim and Oblivion before it have shown that it help sell games.
I'm really looking forward to games such as the witcher 3 but feel really disappointed there will be little mod support for it.
So why are developers so against mod support?
 
What do you mean? Witcher has REDKit which is just for modding which CD P release. Plenty of mods and quests for the Witcher games. Pretty sure REDKit is planned for W3 as well.

Not really heard much about REDKit. I know there are a few mods for the witcher games but nothing really compared to the elder scrolls games.
Why is that?
