I could be wrong, however I believe that because most computer builders (not including Dell, Lenovo, etc) merely assemble a bunch of CE certified items that are commonly sold to the general public, the finished product does not require any re-certification.

I don't think you need CE certification would apply to things like assembling a bunch of already certified modules that have been certified with that specific purpose in mind.
There is a lot of difference between say plugging a bunch of CE compliant modules together and building something from actual discrete components.
Otherwise every single time a company changed say a single module in their computers they'd potentially need to do full CE compliance for every model that they sold that used the new module.
