Hello, can anyone help diagnose this problem?

So my mk3 Mondeo failed it's MOT because the handbrake doesn't work at all on the drivers side.

I've had a look behind the wheel and the cable does feel a bit slack from the caliper. I also had a look under the car, with the handbrake on the bit where the main cable splits into 2 all feels tight, after that it's fairly tight but nothing on the handbrake mechanism moves. The handbrake lever doesn't feel hard to move at all and will go very high up without much effort, although I can't really remember how it is supposed to feel.

Should I be able to move the handbrake mechanism on the caliper myself? I have put Plusgas on it and hit with a hammer a bit, it moves a small amount but it is quite hard to make a precision smack. I can't move it with my hand or anything.

The car was sitting with the handbrake on for about 5 months, which I would have thought would make it stick on if anything. If the caliper was seized, would that have come up on the brake balance test?

Yes. If you can't, it's seized. Either take it off, strip it down and clean it or put a new calliper on - they aren't expensive on a Mk 3 (£60'ish).

No, the footbrake and handbrake activation mechanisms are separate on the calliper.
