My Ex girlfriend is moving into a shared accommodation, and has no TV of her own, But she does have a PC and VGA Monitor.

Would it be possible for her to play, A PS2, Xbox and N64 via a monitor with some sort of cable?

Or perhaps some sort of 3 way Scart adapter -> VGA device

Is there such a thing?

i used to have a thing called V-Box which was bought from a local computer shop, cost around 25 pounds i think, and thats what i used it for, cant post any links due to competitors :P

The external X->VGA boxes I've never seen one given any praise.

Before I got a monitor with s-video/component inputs I used to use the video-in on my graphics card -> Media Player Classic to play the PS2 on my old monitor(s). I wouldn't play fighting games on it with the lag but I managed to play both Yakuza and Shadow Hearts (Some uses of Judgement Wheel requires decent timing) fine.
 
problem with tv cards like Sareth says is the terrible lag that you usually get which I found completely made the games unplayable.
 
i would be looking for something that allowed component cables to play through the monitor

in my experience you will probably end up with a dire picture
