Ok i'm used to a iMac 27" screen so this might be a hard one.

I've just built a PC gaming rig

i5 2500k @ 4Ghz
8Gb Ram
MSI GTX570 1280MB Twin Frozr III 'Power Edition' OC Graphic card

I'm looking at a monitor that will play most games on Hi-Res maybe 1080P and also some Photoshop editing.

Has to be over 22" and budget about £200

What are my option and please take into account a Second hand screen with my budget. ;)

Games + Photoshop.. you're most likely best off with an IPS panel. Unlike with the *VA-panels ghosting isn't much of a problem unless you're extremely sensitive to it but they do have colours that aren't heavily viewing angle dependent.

The iMac has an IPS panel as well although that's only half the reason why it looks better than most monitors. The other is that it's glossy, regrettably there aren't any glossy IPS panels within your budget. The suggestion above is as close as it gets to that and is basically a cheap iMac screen, after import taxes which may or may not be added it's outside of your budget however.

An IPS-panel based display that's within your budget is the Dell u2312hm. Not quite as good as an iMac screen as it has an AG-coating (anti-glare) and only an 6bit+FRC e-IPS but not that far off. Affordable without having to buy it 2nd hand and good for both gaming and photoshopping.
