Monitor not going to sleep

I'm having an issue where my monitor won't go into sleep mode even though I've set it to do so after 15 minutes in the power plan. I did a bit of Googling and apparently this could be caused by a recent Windows update. Has anyone encountered the same issue and successfully found a fix?

I've found that the PC will still go to sleep, it's just the monitor that seems to be affected. As a work around I've set the PC to go to sleep after 15 minutes. It's not ideal, but this is a second PC that my daughter uses for schooling and occasional gaming and when it's left for 15 minutes it's generally finished with for the day.

Thankfully my main PC is unaffected but I've held off on the 2020 2H update as that's potentially what's causing this.
