He wants to sit when playing on Pc and lay in his bed when on the ps4. If that makes sense
If he play on PC using mouse and keyboard, monitor (27"/32") on the desk would may be too small for when he lying in bed at a distance; if he put a TV on the desk to use as a monitor, it would be far too large and too up-close.

May be if you could elaborate more on how he play on PC...we would be in better position to give suggestion.

So hi all he wants to have a desk next to a bed and be able to play on pc with mouse and keyboard and letter wants to play ps4 on the bed so that should be not far away. He is 13 years old ald wants to have 2 in 1 system.

In that case using VESA monitor arm in place of standard stand would likely work well for positioning monitor for desk use and than moving it closer to bed.
But would really have to look for good price, because better arms aren't cheap:

Though depending on monitor size carrying capacity might not have to be that high.
