Monitor problem or GPU?

Hi im new to pc gaming and have an EG 1440p 144hz monitor however sometimes the screen will have horizontal flickering lines througb the middle of the screen. Mostly black in colour. And only seems to happen in certain areas of games. For example when playing warzone it will happen when looking at green areas with trees in. Is this monitor issue or GPU issue?

It happens even when im not moving in game. Just standstill. I dont use g sync or freesync. I have that off when playing fps games. I have a nvidia gpu.
I have a video of it how do i post it into the forum?

I will try enabling freesync and see if that stops it. I havent tried limiting fps. However my fps never really exceeds the 144hz my monitor allows anyway.
