Monitor problem?

Hello, I use an VGA monitor which I have had for a few years, I got a new pc recently and when I play games If I have VSYNC turned off I get lines going down the screen, It is not screen tear.

The screen resolution is 1680x1050 and it can only be at 60hz

I read somewhere it being that my monitor cant keep up with my graphics card, the GPU is a radeon 7850 2gb

is this correct?

It is not annoying me at the minute but it is something I would want to sort out in the future.

Don't turn Vsync off?

As your monitor is set to output at 60hz anyway I can't see the point in turning it off.

Forgive me if this is a stupid question but why would I not turn it off?

You're not going to get any performance boost or anything like that if your screen is only set to 60hz. Any extra FPS you get will just go to waste.
