Monitor purchase help needed

Hi - I'm hoping to buy a monitor soon, for console gaming and also to serve as a bedroom TV (whilst utilising a Shield Pro).

I'm inclined to opt against an actual television due to the performance issues the smaller sizes seem to have (particularly with motion blur) and am also hoping that the use of a shield will compensate for the poor upscaling that the smaller sets have, particularly with standard definition content.

Anyway, I was hoping people could comment on how a decent monitor at around 27 to 32 inches would perform, particularly when compared with a TV.

More specifically, I also have a few questions:

Firstly, how likely is it for decent, hdmi 2.1 monitors at around the required size to be available within approximately 6 months? And at what approximate price range?

Which factor cause motion blur (be it response time, refresh rate or a combination)?

How much of a difference would choosing between 1080p and 4k make to the picture quality of standard definition video at the screen sizes mentioned, whilst using the shield pro (which apparently has decent upscaling)?

How much difference would choosing between 1080p and 4k make to the performance/image quality of console gaming at the screen sizes mentioned?

What differences are there between IPS and TN panels, with either playing video content or gaming - specifically at the sizes mentioned?

Having never owned a soundbar, would I simply be able to connect whichever monitor I ultimately buy with any average soundbar?
