Monitor screen tearing

I have a Dell 2209WAf 22" monitor (76 hertz refresh driver) and an AMD 6950 (flashed to 6970) graphics card. I have been getting screen tearing watching 1080p films and when I game (1680x1050). Is replacing my monitor with something newer and better the only real resolution for this?

get the refresh back to 60hz and vsync on and that will fix it. Running a monitor above 60hz is a pain as despite what it says for the screen refresh it cant do it as you are finding out. If you desire a higher refresh I suggest you get a monitor that can do 120 or 144hz but tbh only if your a serious gamer.
 
i say stick it at 60 and see what happens but last time i hsd a monitor that stated it could do 75hz iy couldnt without issues. put vsync on as well.
 
i have set it back to 60 hertz and i can see the tearing still in 1080p vids. when i change the refresh rate in windows it changes in catalyst control center. i set it 60 hertz and vsync enabled and the tearing is less but is still there.
