Monitor shutting off randomly

Hi,

I'm running XP Home, 2Gb RAM, 2.6Ghz P4, Asus P4P800 Deluxe - it's been going strong for years with a Sparkle 64Mb GeForce2. However, in the last couple of days the monitor (standard 17in VGA) has turned off randomly - the computer stays on, but the screen light's orange, then Windows usually crashes.

I've just had a look at the voltages using Asus Probe, and it's reporting a very low 3.3V rail - around 2.8V. The thing is, I've only just replaced the PSU with a Corsair HX620W about a month or so ago.

I was running an old GeForce FX5600 about a week ago, and then I started getting all kinds of crashes and artifacts, so I assumed it had died and put my GF2 back in, which worked fine until the aforementioned crashes these last few days...

My question is, could anything other than a faulty PSU cause the low 3.3V rail? And without a multimeter, is there any way I can determine for sure it's my PSU (without buying another one) so I can RMA it with Corsair?

The computer's been extremely reliable for years - until the old PSU went, I hadn't had a problem.
