Monitor? Win 8?

Hey guys,

I want to upgrade to an SSD (128GB M4) from my old mech HDD. While doing this I want to upgrade from Windows 7 to Windows 8. So to fully optimise Windows 8 I need a touch screen monitor right?

1. As you can see my PC is starting to get outdated so in the next year or two I'll be upgrading everything. Is there a Windows 8 Retail Version available so I can easily move this to a new mobo in the future?

2. What's is the best bang for buck monitor out there 23"?

1: There doesn't actually seem to be a windows 8 retail version, which is silly.
As for number 2 I don't know. But i've been eyeing up the LG IPS234V for christmas. I don't have too much knowledge on monitors though
