I won't bore you with the details but I have a spare monitor a 22" LG Flatron W2252TQ which I would like to turn into a tv, is the anyway it can be done?
 
Without plugging it into a computer with a TV tuner?

I've seen a few external tuners that'll do this, but they're not from any particular brand so I'm not sure what the quality would be like. I'm also not sure if they were digital or analogue.

Google about for them, they're not too hard to find.

EDIT: actually, can't you just plug it into the output of something like a freeview box? Something like this with a DVI/HDMI adaptor should work.

Its easily done.
whatever source your getting the signal from----some sort of box (i.e. freeview/BT/Sky etc.)----adapter(don't need this if your monitor and box has both hdmi or share the same type of connectivity.)---monitor+speakers
Not very specific, but keep us updated if you want anymore help :p
