Looks like a cheap knock off much like the chinese version of the wii called the Vii. Probably just one of them plug in things that let you play 50 old sega games in a case made to look like the leaked photos of the PS3 slim. The PS3 slim does exist im 100% sure but im also 100% sure that that isnt it.

The claim that he got it off a market in the Philippines really destroy its credibility. It's pretty much a dead cert that Sony will produce a slim PS3 eventually though, but I don't think this is it yet.
