More security and user restricting in windows.

i'm tryting to help out a friend with his search for some info. basically this is his request:

Is there any way for me to password protect a computer with multiple users even when booting in safe mode? i know it has password protection, and i know how to do it, but i was wondering if there was a different way...

need this for XP...
and also need it for ME (blows, i know, dont worry about it)

also is there any way to set a time limit for a computer user? one that will log off at a certain time, and you cant log on until it allows you too?

lets say, it will log off at 12:00 a.m. and it will allow someone to logon at 8:00 a.m. and you can access if with a password if needed...

i know you can do it with net user in cmd on a network, but i dont know how to do it locally on one machine...

afaik this is not possible through windows (maybe win server?)
but 3rd party software recommendations is very much welcome.

First point is possible in XP-it will bring up a login-box in safe mode anyway.

For the rest to be implemented, you would have to set up an AD domain with Windows 2000 Server or 2003 Server. You could conceivably do it via a samba server with an LDAP backend but it isn't the easiest to set up.
 
For XP.... Could you not use a script and enable it using gpedit.msc, under the security section of the local, machine templates ? OR use the templates to run a pre made scheduling agent to turn off the computer at a set time.. ?
