Depends, it's quite subjective sometimes.
If you're used to IPS for years and go to an average TN panel you'll notice, boy will you notice. TN colours and viewing angles are inferior. Some TN panels do colour better than others but still don't come close to IPS.
TN will get you a cheaper monitor, better response rates usually and more options.
IPS will give you superior colours and viewing angles.
The main downside recently with IPS which is worth noting on popular panels, is IPS glow (search here or google it). You can get some bad ones and have to RMA.
We're all waiting for OLED with HDR as frankly there is no monitor out there remotely perfect for combined PC usage.
