motherboard issue?

my external hard drive is not working on any of the usb ports.It does power but not spinning.It works normally in other pc.Also any usb flash drive is working normal in any of the usb ports.The optical drive stopped working also.Can that be a motherboard issue or power supply?

could it be psu vt, not giving enough?

not on about the size of a psu, the vt that feeds the hdd may be down on power.

not even the motherboard usb it fails.....if i plug it before i turn on the pc it works, it shows in volumes but soon as i open it freezes my computer.if i unplug it and plug it again doesnt work anymore.
